HAMRADIO_LY: Norvegijos radijo dazniai (skirti radijo megejams)

Sveiki,

Va va - yra saliu europoje, kuriose megejisku bangu ruozu daugeja… Deja, to nepasakysi apie mus… Visa laika surandamos priezastys, kad neplesti megejisku ruozu. Arba staiga apribojama tai, kas buvo duota… Butu labai idomu suzinoti oficialu atitinkanciu instanciju paaiskinima megejiskai visuomenei - issamu ir geranoriska, kad visi suprastu, be jokiu pykciu bei “pozu”. Nes is sono tokia situacija atrodo kaip elementarus noras nieko nedaryti… Arba megavimasis monopoline teise…
Idomu, ar galetu megejus vienijanti organizacija paklausti reguliatoriaus “kame cia triusikai”? :)

completely by the EPC. They would like to invite you to take part in the
contest, the rules and other information can be found on the Web site
at: www.cisdx.srars.org
Please check the rules as there are important changes. It is strictly a
QPSK63 contest now, no other modes are allowed. The maximum output power
is 100 watts. Georgia has been removed from the CIS Regions List. Moldova
now has only 4 regions (MD01, MD02, MD03, and MD04). Kyrgyzstan has new
additional territorial unit - Osh City (KG09). Please do not confuse this
list with their EU Areas list, this is a completely different story.

QSL INFO AND NEWS…………………
Franz, DK1II (ex-7O1YGF), announced this past week (August 17th) that
he uploaded the 7O1YGF log to LoTW. He states, “Thanks to Bernd, DF3CB,
for helping with the log conversion!”

CLEARING THE CONFUSION (ON FEE SUBMISSION) FOR THE 7O1YGF QSL! Wayne
Mills, N7NG, reported this week: “There appears to be some confusion
over the fees charged for submitting 7O1YGF cards. Here’s the story,
verified by Ms. Sharon Taratula at ARRL:
THERE IS NO 12.00 USDs APPLICATION FEE FOR SUBMITTING ONLY 7O1YGF
CARDS VIA A LOTW APPLICATION.
This fact was mentioned in the release, but perhaps it was not entirely
clear:
‘If you select only the 7O1YGF QSOs you will not be assessed the fees
that LoTW will report back to you. If you choose other QSOs a regular
submission fee will apply;’
The fees mentioned above are both credit fees and DXCC application fees.
Just IGNORE any fees reported on your application as long as you don’t
submit anything other than 7O1YGF credits.” 73, Wayne, N7NG

MORE 7O1YGF SUBMISSION CLARIFICATION. Bill Moore, NC1L, Awards Branch
Manager, reported on Friday, August 21st: “The 7O1YGF-ONLY submission
is free. LoTW notes a submission fee (automatically) and I have no
control over this. When I process the submission the fee is waived.
The ‘payment by mail’ notation is to avoid having the fee being charged,
accidentally. If you click ‘payment by mail’ you do not need to enter
your credit card information.
Note: This free submission offer will end on December 31, 2009. After
this, applicants can include 7O1YGF with their regular 2010 submission.”

7P8AO QSL POLICY. Pista, HA5AO (one of the operators of the 7P8AO Lesotho
operation), states: “I will send my QSL cards of my Lesotho operation for
direct request, only. Please send SAE with 2 USDs and up. Please no IRCs.
All the cash will be transferred to the Leratong Community Centre, Roma,
Lesotho, to support the orphans and vulnerable children. I will upload
the QSOs to the LoTW when I receive your direct request, only. The
expenses of printing the cards and the post fee of the return QSL card
will be covered by my own. Thank you for your kind understanding, and
hoping your support.” For more details, see: ha5ao.novolab.hu

ET3JA BUREAU QSLS. Milan, OK3AA, the QSL Manager for Josef, ET3JA
(OK1XV), informs OPDX that by the time you read this, ET3JA will have
finished his job in Ethiopia and should be QRT. He is expected to

he has several bundles of IRCs for sale *CHEAP* while they last. All
are stamped and have an expiration date of Dec 31, 2009. Serious
inquiries can E-mail him at: golist[kringelis]gmail[taskas]com

A3, TONGA. Paul, A35RK, informs OPDX that changes are (and will be) taking
place in Tonga. He informs that he has recently made a visit to Nuku’alofa,
the capital city, and during his stay there, Paul had a very productive
meeting with the Radio Licensing Officer and the Technical Officer in
the newly formed Department of Communications. In the past amateur radio
issues have been managed by a variety of different government agencies:
Tonga Telecom, Marine and Ports, the Post Office, the Treasury, and most
recently the Prime Minister’s Office. Pauls states, “All that has changed,
and we now have a ‘one-stop-shop’ for amateur radio licensing and regulation.
Virtually all radio-related legislation is currently under review, and a
number of changes will be coming soon. A brief summary of our discussion,
and the outcomes, follows:
INFORMATION AVAILABILITY - The Department of Communications is building
a website. They intend to make license application forms available online.

LICENSING PROCEDURES - Licensing procedures for visiting operators and
yachts in transit will be simplified, especially for those entering the
country somewhere other than Nuku’alofa (ie Vava’u). They may also make
it possible to actually apply for a license online. However, they still
want to ’see’ an applicant before actually issuing a license.

ENTRY LEVEL LICENSE CLASS - A ‘Novice’ type of entry level license may be
created, in order to encourage more activity. The formation of a club
station and licensing classes (possibly thru the Tonga Maritime Training
Institute) was discussed.

CALLSIGN ALLOCATION -
1) A35x (single letter suffix) callsigns may soon be issued to resident
‘Advanced Class’ licensees, and possibly to special event and
contest operations.
2) A35xx (2 letter suffix) callsigns may be issued to entry level
licensees.
3) A35xxx (3 letter suffix) callsigns may be issued to short-term
visitors and transitting yachts.
4) The existing callsign registry will be ‘purged’ of all inactive
callsigns, thus allowing for more new issues. An effort will
be made to publish a list of ‘current’ licensees annually.

POWER LIMITS - Permitted output power will increase from the present 100
watts to 400 watts. This will bring Tonga up to the same level that is
authorized in New Zealand and Australia.

ADDITIONAL 40 METER ALLOCATION - The current 40M allocation is 7.0-7.1
MHz. In addition, 7.1-7.2 MHz operation will be permitted on a secondary
basis.

60 METER ALLOCATION - This was discussed, but no allocation will be
considered until further studies and consultations are made, possibly
next year.

EMERGENCY COMMUNICATIONS - Tonga now has a government Emergency Response
Plan, and amateur radio participation is authorized in conjunction with
the Tonga Defense Force, the Tonga Meteorological Service, the Ministry
of Civil Aviation, and the Tonga Red Cross.

MONITORING and ENFORCEMENT - The government intends to more carefully
monitor amateur and maritime communications in an effort to reduce
‘boot-legging’ and to insure compliance with regulations.

I’ll keep you advised as things develop. Discussions continue, and I
must say that the new Department of Communications is very open and
cooperative. If anyone needs further information, they may contact:
Fe’ao Vakata (That’s pronounced “Fay AH oh Va ka TAH”), Radio Licensing
Officer

A3, TONGA. Ramon, XE1KK, is planning to be active from Tonga in October
during the CQWW DX SSB Contest (October 24-25th). His callsign will be
announced later. He is expected to use 100 watts into some dipoles. QSLs
are preferred via LoTW, but the Bureau is “OK”.

AM5/AN5/AO5/EG5/EH5, SPAIN (Special Event). Look for the following special
event callsigns to be active between August 8-23rd. Activity is to celebrate
the “Formula One Grand Prix of Europe” in Valencia, Spain. The following
special callsigns will be activated by the following operators:
AM5FUV - Juan/EC5BZR EG5FUV - Jose/EA5FL
AN5FUV - Vincent/EB5GGB EH5FUV - Nando/EA5GVZ
AO5FUV - Pepe/EA5UB
Activity will be mainly on the HF bands using CW, SSB and the Digital
modes. A special award will be issued to those who make at least 3 QSOs
with 3 different stations. QSL Manager is Jose, EA5FL; QSL direct or by
the Bureau. For more information see QRZ.com.

GB111, ENGLAND (Special Event). Viv, G4PLY, will activate special event
station GB111HP on the air during the month of August. This is a tribute
to Harry Patch (GB90WWI) who sadly passed away on Saturday, July 25th,

DX SUMMIT (SOON READY FOR 2-WAY COMMUNICATION WITH OVER 110,000 MONTHLY
USERS — www.dxsummit.fi/dxspots.aspx ): The OH8X Team reports:
“The Radio Arcala DX Summit portal is celebrating the milestone of one
million monthly hits over a course of several months and more than 110,000
people spending an average of 35 minutes on the site daily. The top five
nations using the service are as follows:

USA (28.5%) followed by Germany, United Kingdom, Italy and Japan. In
total, users from 170 DXCC countries have entered the service portal.
With new visits approaching 19% during the month of May, an increase of
users is quite evident.

In the process of making the DX Summit service more focused on younger
user segments and non-amateur radio population, two features have been
added recently.

Each spotting and spotted callsign is automatically linked to QRZ.COM,
providing a more human link to the personal profiles of people and to
their pictures. Just click the callsigns and you will automatically enter
the relevant QRZ.COM page. Additionally, each line carries the name of
the DXCC country spotted.

In a few months time, custom selected filters will be provided to the
public allowing users to receive personalized spots that they would like
to receive. While initially the selected spots will be sent to your
personal email address, the ultimate aim is to offer an SMS (short
message service) option to DX Summit users.

This service is a non-profit exercise for Radio Arcala, OH8X but we
are pleased to recognize Yasme Foundation and Nokia Corporation for their
support of further development and defrayment of operating expenses of
the portal. As the servers are in the hands of a professional service
provider in the United States, some interruptions are recorded and
changing the service provider is in process.

Also, a Help Desk for regular users and for S/W developers is being set
up. Here it is suggested that DX Summit open a channel for accepting
voluntary donations to keep the Help Desk operational. On a trial basis,
through PayPal, DX Summit accepts donations and, additionally, following
a donation of 10 USD or 10 EUR, Radio Arcala will send you a full-color
Radio Arcala wall calendar postpaid. This option is valid only for the
months of July and August. www.dxsummit.fi/donate.aspx

We thank you for your support of and interest in Radio Arcala DX Summit.”

G & GM, ENGLAND AND SCOTLAND. The RSGB will be represented in the IARU
