A3, TONGA. Paul, A35RK, informs OPDX that changes are (and will be) taking
place in Tonga. He informs that he has recently made a visit to Nuku’alofa,
the capital city, and during his stay there, Paul had a very productive
meeting with the Radio Licensing Officer and the Technical Officer in
the newly formed Department of Communications. In the past amateur radio
issues have been managed by a variety of different government agencies:
Tonga Telecom, Marine and Ports, the Post Office, the Treasury, and most
recently the Prime Minister’s Office. Pauls states, “All that has changed,
and we now have a ‘one-stop-shop’ for amateur radio licensing and regulation.
Virtually all radio-related legislation is currently under review, and a
number of changes will be coming soon. A brief summary of our discussion,
and the outcomes, follows:
INFORMATION AVAILABILITY - The Department of Communications is building
a website. They intend to make license application forms available online.

LICENSING PROCEDURES - Licensing procedures for visiting operators and
yachts in transit will be simplified, especially for those entering the
country somewhere other than Nuku’alofa (ie Vava’u). They may also make
it possible to actually apply for a license online. However, they still
want to ’see’ an applicant before actually issuing a license.

ENTRY LEVEL LICENSE CLASS - A ‘Novice’ type of entry level license may be
created, in order to encourage more activity. The formation of a club
station and licensing classes (possibly thru the Tonga Maritime Training
Institute) was discussed.

CALLSIGN ALLOCATION -
1) A35x (single letter suffix) callsigns may soon be issued to resident
‘Advanced Class’ licensees, and possibly to special event and
contest operations.
2) A35xx (2 letter suffix) callsigns may be issued to entry level
licensees.
3) A35xxx (3 letter suffix) callsigns may be issued to short-term
visitors and transitting yachts.
4) The existing callsign registry will be ‘purged’ of all inactive
callsigns, thus allowing for more new issues. An effort will
be made to publish a list of ‘current’ licensees annually.

POWER LIMITS - Permitted output power will increase from the present 100
watts to 400 watts. This will bring Tonga up to the same level that is
authorized in New Zealand and Australia.

ADDITIONAL 40 METER ALLOCATION - The current 40M allocation is 7.0-7.1
MHz. In addition, 7.1-7.2 MHz operation will be permitted on a secondary
basis.

60 METER ALLOCATION - This was discussed, but no allocation will be
considered until further studies and consultations are made, possibly
next year.

EMERGENCY COMMUNICATIONS - Tonga now has a government Emergency Response
Plan, and amateur radio participation is authorized in conjunction with
the Tonga Defense Force, the Tonga Meteorological Service, the Ministry
of Civil Aviation, and the Tonga Red Cross.

MONITORING and ENFORCEMENT - The government intends to more carefully
monitor amateur and maritime communications in an effort to reduce
‘boot-legging’ and to insure compliance with regulations.

I’ll keep you advised as things develop. Discussions continue, and I
must say that the new Department of Communications is very open and
cooperative. If anyone needs further information, they may contact:
Fe’ao Vakata (That’s pronounced “Fay AH oh Va ka TAH”), Radio Licensing
Officer

HAMRADIO_LY: Hamfest 2009

Sveiki,

vietoje. Atvykau sskryd tradicikai su visa savo eima, kuri
nepabgo oro prognozs ir ireik didiul nor sudalyvauti
ioje smagioje ventje. Diaugiuosi, kad organizatori komandos
usakyti orai leido man ivengti galim priekait i XYL puss
dl alto ir lapio sskrydio. Atvykome dar penktadienio
vakare, apie 19 val. Nustebino dalyvi gausa, laisv viet stoka ir
didelis tuias laukas stovyklaviets viduryje. Radome viet io
lauko pakratyje prie svei i Latvijos. Galvojau kas gi bus
etadien, kai atvaiuos pagrindin dalyviu mas. Pasirodo laisva
vieta buvo apdairiai rezervuota atvykstantiems vliau. Kol abi dukros
lakst pievoje greitai surinkau vis savo stovykl. Visas liks
penktadienio vakaras buvo skirtas strateginiam susipainimui su
teritorija ir bendravimui su atvykusiais sskryd. Tradicinis
penktadienio fejerverkas (linkjimai Utenos stovyklai) labai patiko
vaikams. Paadjau dukroms, kad jei rytoj jos bus geros, pamatys
fejerverk dar kart. io argumento uteko, kad sekani dien
vyresnioji dukra bt paklusni.
visikai netrukd gerai pailsti. Rpjo greiiau prasineti
10 val pams vien rank al, o kita prilaikydamas vyresn
dukr itrkau pasivaikioti. Mano XYL atidiai stebjo visus
bdu atsirasdavo alia. Gerai, kad ilaidauti daug nereikjo, tad
priekait dl eilini gelgali sigijimo nesulaukiau. :-)
etadienis prabgo greitai, daug k i rengini praleidau, nes
nauj rungi. Vakarinis koncertas labiau patiko XYL ir maai
dukrelei, paskui kuria nuolatos turjau lakstyti iki pat scenos.
Sutemus pastebjau, kad nemaa dalis LY-k jau palieka sskrydio
viet, o itvermingiausi buvo pasiry ibti kiaur nakt be
miego, bet su linksma kompanija. Vakarinis fejerverkas suavjo
vyresnij dukr, o maoji tuo metu jau sapnavo devintj sapn ir
net nepais viso triukmo.
Sekmadienio rytas kiek igsdino savo apniukusiu dangumi, bet
palaipsniui orai pasitais ir abejons isisklaid. Kaimynas Aleksas
rankiai rado nauj eiminink). Nepaisant io nemalonumo jis
paadjo atvykti LY sskryd ir sekaniais metais.
Labai patiko sekmadienio ryte ivirta uvien! Visai kitas skonis ir
kvapas, nei gaminant namie. Spendiant i kit dalyvi patenkint
veid jie irgi teigiamai vertino patiekal.
Tik ivaiavus i sskrydio teritorijos
Vilniaus.
Beje, pakeliui sskryd labai nustebino vairuotoj vairavimo
stilius ir kultra. Privaiuojant Alyt prasidjo nemalonumai.
Vaiuojant 5-6 main kolonoje 70km/val greiiu neteks kantrybs
ilgoje tiesioje kelio atkarpoje nusprendiau vis it nesusipratim
aplenkti. Jau lenkiant kolon 110km/val greiiu pirmas automobilis su
priekaba kolonoje (kuris ir stabd vis procesij) nusprend pasukti
kair…
vaiuoti 90km/val greiiu tautieiai vaiuoja 70km/val greiiu.
Aplenkti tok frukta uduotis nelengva, nes dl siauro kelio jis
stengiasi laikytis kelio vidurins juostos. Pasidaviau, kai po keleto
nerving manevr atsitrenkiau 3 fur kolon su lenkikais
numeriais. Ponai enklus ir praymus praleisti nereagavo ir i kelio
vidurio nesitrauk.

Tikiuosi Gintarui
LY1GP pavyks j artimiausiu metu atgaivinti.

73! Oleg LY3UE

R1ANL operation by Nikolay Zinin,RW6ACM, from Novolazarevskaya Base
remained unprocessed by the previous QSL manager UA6AH, this task has
been taken over by Dominik,DL5EBE, now. After some delay he managed to
enter the handwritten log (14000 QSOs) into the computer and uploaded
all contacts into the LoTW. For those who would like to get a coloured

Band plan extensions in France and Belarus:
——————————————-
French HAMs enjoy an extended band plan for 40m since Jun 27, 2009.
The French 40m band goes from 7.000 to 7.200 MHz but they are still lacking
a final approval by the authority ARCEP.
In Belarus the upper 100 kHz of the 40m band were released as well. Radio
operations may take place in SSB and CW with up to 500 watts. This may be
extended to 1000 watts during special events like contests etc. They have
also extended the 160m band and the HAMs in Belarus may use the range from
1.810 to 2.000 MHz for amateur radio now. The new regulations in Belarus
are dated from May 14 but were published only now.

3DA, SWAZILAND (Ops Needed). Frosty, K5LBU, is once again looking to
put together a team of operators to do the CQWW DX SSB Contest in
October 2010 from Swaziland. This would be a 10 or 15 day operation
with the contest in the middle. It would be possible to do a Multi-2
set up, but he doesn’t think they could do a Multi-Multi operation.
He would like to hear from anyone that might like to go. He plans to
use one callsign for the contest and the rest of the time you can
operate with your own 3DA0 callsign. His E-mail address is:
frosty1[kringelis]pdq[taskas]net

4U_ITU, ITU HQ. Gerald Lander, HB9AJU, reports (edited) “that the callsign
4U1ITU will be put on the air only very seldom in the upcoming future. The
restricted activities are the result of a general assembly of the Inter-
national Amateur Radio Clubs (IARC) in May. Several reasons led to this
decision including increased security levels at the ITU headquarters, a
changed recognition of amateur radio in international communication and
last but not least, 4U1ITU does not belonging to the most wanted countries
list anymore. The IARC decided to focus their activities on special modes
or conference delegates and to limit all overnight and weekend activities
as much as possible. Finally the new antennas were installed on top of the
Varembe building.” You can see them at:

NA-230. Cezar, VE3LYC, will attempt his most difficult operation to
date: activating for the first time the Ottawa Islands (IOTA
NA-230) group in Hudson Bay. Name of the specific island and
exact dates are not available at this time, but they will be
announced a few days in advance of the operation. Cezar seeks
to be on the air for 3 full days during the period July 25th
to August 10th using the callsign VY0O. Ottawa Islands are
12-14 hours away from shore and transportation requires a large
boat. This is not a leisure trip. Traditionally, unstable
weather patterns, unknown local landing conditions, high seas,
the presence of ice chunks in the Bay, potential presence of
polar bears (since islands are cooled by cold winds in summer),
and other logistical aspects make this trip extremely challenging.
Cezar will work towards a successful attempt but wants to convey
to the island chasers that this operation may be aborted as
safety comes first. At this time Cezar seeks group and individual
donors who understand and appreciate the difficult and expensive
task ahead and are willing to be part of this effort. All
those who will contribute financially will be acknowledged. He
mentions that past support from EU stations has been dis-
proportionate with their QSO demand (45% of QSOs but only
25% support for VY0A), but hopes that this situation will
improve. Direct and bureau QSL instructions will be announced
in due course. He requests, “I am desperately trying to find

SPECIAL ADDED NOTES (by editor KB8NW): CONGRATULATIONS to my good friend,
“BIG” Cleveland Indians fan and propagation guru Lee Wical (KH6BZF) and
Sandra Merrick on their marriage in January of this year. Your editor
(and XYL) attended a special gathering this past weekend where both Lee
and Sandy renewed their vows amongst family, friends and their classmates
during a “1952 Mentor Class Reunion” on a ranch in Leroy Township, Ohio.
Everyone had a great time with plenty of eats and congratulated/wished
Lee and Sandy the best. Your editor has been communicating with Lee for
many years via the InterNet, and this was the first time I got to meet
him. It was a real pleasure to meet him and his new wife. Lee is an Ohio
native and was lucky as a young boy to be picked as a runner-up batboy
during the 1948 World Series (which was last time the Cleveland Indians
were World Champions). Lee plans to live in Hawaii during the winter
and in Ohio on Sandy’s ranch during the summer. He is currently active
as KH6BZF/8. Also, look for Lee to be active very soon from Manitoulin
Island (CISA ON-001), in Ontario, Canada.

SPECIAL EVENTS (Moon Landing Celebration!)……..
In celebration of the 40th anniversary of the first manned moon landing,
the special event callsign VE3MOON will be operating from July 14-27th.
They will be operating satellites from the Canada Museum of Science and
Technology during much of this period, usually between 1400-2000z. They
will also be working HF from various locations throughout the duration
of the event. Currently, they do not have a set schedule, but they do
have multiple radios and operators. Popular satellites among their
operators are AO-51, SO-50, VO-52, FO-29, and the ISS. There will be a
QSL card for this special call. QSL management is through VE3OIJ.

Look for the special callsign K5E to be active on AO-7 at 1332z, July
16th, and will remain active on the FM and CW/SSB satellites, NO-44
(if operational) and the ISS in packet or voice (if either system is
active) through 1650z on July 24th. Those dates and times coincide
with the duration of the Apollo 11 mission to the moon which began
40 years ago next Thursday, July 16th. K5E seemed the perfect choice
for a special event callsign to celebrate the 40th anniversary of
“one small step for man …. one giant leap for mankind.”
K - the 11th letter of the alphabet.
5 - the call district of Houston, location of Apollo 11 Mission Control.
E - Eagle, the Apollo 11 lunar module.
During the satellite passes, the operator will use the special callsign
and will ID as “Kilo 5 Eagle”. Glade Schroeter, WA3MVQ, is donating
high-quality full-color QSL cards which will be used to confirm all
contacts with K5E. Stations wishing to confirm will send their request
to Tim, N3TL, with an SASE. The card will be standard QSL size and a
picture of the QSL card is expected to be posted on QRZ.com. Work K5E
one time to claim a special QSL card. There will be no endorsements
of any kind, and only one QSL will be issued per valid amateur callsign.

TK5, CORSICA. Laurent, F5MUX, will be active as TK5UX between July
12-26th. QSLs are preferred via eQSL . Visit his Web
page at: www.f5mux.com

video clip regarding the activation of HV5PUL done in June 2009 is
available on Web at: www.youtube.com/watch?v=wuRbBc4GyP0

World Conference held in Asuncion, Paraguay. Activity will be on 40, 20,
15, 10 meters SSB during the hours of 1300-2200z. Suggested frequencies
are: 7080, 14290, 21350 and 28450 kHz (+/- QRM and conditions permitting).
